Character Name: Billy Maximoff/William Kaplan

Canon Abilities:
Billy is born from and made up of chaos magic which allows him access to the use of it via spontaneous creation and the altering of reality. He's also a witch capable of the MCU's version of witchcraft. Like his mother, Wanda, he's also gifted strong psionic ability that breaks down as follows:

Telepathy Billy has displayed the passive ability to read other people's minds to a degree of several miles - it's strongly implied that as a child he was capable of reading most of Westview's. If he has a strong relationship with a person, someone is feeling something very intensely about something, or a combination of both these voices are louder. While he does have a constant influx of voices he can choose to pinpoint in on a voice and an area. He may use it to see into their minds as they do at the moment and even speak to them in their minds. As his telepathy is more boosted by empathy it should be noted that his style is more empathic telepathy and he truly feels those strong emotions in the moment.

While like Wanda he could in theory be able to do things like manipulate people's memories and emotions, deepdive into their memories, and cause them to hallucinate this is currently unknown. Because of this he will of course not have access to those potential powers and anything with telepathy will be only done with player permission.

Precognition: Billy is capable of seeing the future to a limited degree. The only instance of this was within a few minute of it happening and only when people were in danger. It's also being limited to within this range and style, so he'll never see months in advance and it'd be more flavor for plotted out threads if something is happening (and honestly won't likely come up).

Mental Control: The ability to take control of other's minds and have them move or act by his own accord. Billy has shown the capability of being able to take control over a squadron of (normal) soldiers or two centuries old witches at a time. While this isn't an ability he'd necessarily use knowingly he has been shown to do it when extremely angry without fully meaning to. This ability will not be used without plotting and permission.

Telekinesis: He is able to control and manipulate objects with his mind. As a teenager he was shown to fling grown adults and in one such occasion with enough impact to destroy a wall of a house. As a child he was seen being able to stop his brother from moving at the speed of sound and a bullet midair. While we haven't seen a weight limit if we use Wanda as a reference there doesn't seem to be one as she was able to hold several cars using her own version of this ability.

Psionic Energy Manipulation: The ability to manifest psionic power as a physical matter. This usually takes the form of a personalized energy color (in Billy's case blue). It allows the user to do things like levitate, blast others with power, and create shields. Essentially it's the usage of magical force in a weaponized/defensive form.

Notably, the only thing Billy hasn't shown to do is create shields so this is an assumption based off the fact he can do everything else and it's said that any witch with power should be able to within the series.

Witchcraft: Billy is a practitioner of MCU witchcraft. In this case he is able to cast spells, brew potions, and use runes. It should also be noted that Billy technically does not need spells to make his magic work (which is not the rule of thumb of other witches in the MCU, just him and Wanda).

Transmutation/Item Alteration: First shown as the chaos magic in his blood "activated" by slowly changing his hoodie from blue to red, Billy is capable of changing the appearance of an item. Currently mostly shown via changing the appearance of his clothes, he does change the appearance of everything on the road subconsciously. So it's safe to assume that he can simply change one item to another at will.

Conjuring: Billy is capable of creating items from nothing (as shown in the Road).

Elemental manipulation: At full power it is shown that electrical energy in the area can be manipulated and short-circuited by Billy. As a matter of his reality altering abilities he is also most likely able to produce various other elements, but has only been shown to conjure multiple flames at once.

Chaos Magic/Reality Altering: A large part of Billy's skillset has been shown subconsciously in the form of creating a little pocket reality under Westview known as the Road. Within the Road he's shown to be able to do things like: create a reality with its own rules and conditions for survival, create detailed sets, change appearances on the fly, set up "trials" that meet others fears and should they be overcame help them gain what they need.

Lilia describes his potential as "any goal he has he can make a reality," and this is essentially how his chaos magic is shown to function... Which is a lot and for the most part is something I want to leave within canon. Billy is not able to create another Road or Road-like thing within Pixie Led (unless extremely plotted out and presented to mods as like a playerplot and ONLY then). He will be able to make minor changes like, say, redecorating his own personal room or maybe he can manifest a little healing for someone when needed with permission. Not anything crazy or would offset the game's premise.

Reincarnation: This WILL NOT come up in roleplay based off of roleplay mechanics. However, Billy is capable of reincarnation in the sense that if he dies he can just put himself in the body of another recently deceased. He can also do this for others if he can hold onto some form of their memory. While it is said there's some rules for it - age, namely, but probably personality similarities - it's not known what they are nor is it important. This ability is technically powerful enough that the cosmic entity known as Death couldn't take him unless he willingly went with her.

Option 2:

  • Green

  • Billy is the technical Green witch of Agatha Harkness's coven. Green magic's central theme is the ebb and flow of life and death, the cycle of all living things - And when you know his story that definition makes sense for the teenager. Magic has been one of the few things that have tied the identities of William and Billy together - at his bat mitzvah William's theme was magick and Billy is a witch practicing magick. When he stepped into the role of William the love for magic and magical adventures had been the easy part. Whereas William was a fanboy - and by its own lore could have learned to be a witch in the universe - Billy was one properly. No less a fanboy, no less an avid lover and enjoyer of the craft, this is a part of his identity that he does share with William. It's easy in ways few things were, even if coming into his magick had its own complications.

  • Dead

  • William Kaplan is dead. In some ways so is Billy Maximoff - at least the one that had been born and raised in Westview. Until recently, the first memory the teenager had was of dying and waking up in a stranger's body. He always knew something was wrong, but because it worried his parents and because they were good loving people he hid it from them. He stepped into the role of William Kaplan, but he could never shake the feeling that something was wrong. He was wrong so he had to find out that answer and that answer solved so many answers but brought up even worse ones: After all, how do you tell your parents that you're not really their son? How do you live with that when they're all you even knew?

    Death takes more and more. If you looked at his family tree, every direct family member has died horrifically and died young. And the pictures he can paint are bleak without ever even getting a chance to meet them. Even now, death takes and takes because rather or not he truly killed the other members of his coven, Billy takes full responsibility of their deaths. It's his fault he was there in the first place and it's his power - his mind - that put them at risk. That's all that matters. He fears that and himself. He may not want to kill anyone, but when he did it without even knowing it he knows he might just again.

  • Dance


  • To dance with death is to take chances and go on an adventure. William loved the Wizard of Oz and the Lion, Witch and the Wardrobe and because of this Billy picked up a love for quest adventures and horror films. Danger doesn't excite him exactly, but he does think danger is fun and good on adventure. And he loves adventures... it's just when they get deadly not dangerous that he has a problem with it. The reason he was so enamoured with the road is because it was everything a childhood could dream of for a proper adventure. There was danger - he almost died - but at least until that point he enjoyed it and the game. It's only after people started really and truly dying that he stopped enjoying the Road. That the details became less and he started throwing them off the road - Because, if there's one thing we have to remember, it's that the Road is Billy's love of witchcraft and quests in real form.

  • Child


  • Billy is three-years-old - literally if not mentally or physically. Because as of now he is still a sixteen-year-old boy with all the angsty emotions that come with it and a lot more complicated identity crisis. Despite this, Billy's understanding of the world can be new and young. He only has three years worth of memories but even before that in both lives he's lived a relatively happy, loving homelife. He doesn't have a real concept of stranger danger (and if he did the story of AAA would not have happened). While he can certainly understand there are people lying to him and there's more nefarious things going on in his direct day-to-day life Billy tends to have a naive wishfulness about him. He doesn't want to believe that in people and due to his telepathy he tends to think he has a good read on people. He wants to trust and believe in those people and more importantly -

  • Door


- when one door closes another opens. The thing that ties William and Billy together is that hopefulness. It's the belief in opportunity and finding your paths. Billy is an investigator. He loves the push and pull of a puzzle and piecing it altogether and if one option turns out not to be true he can head into the next one without pause. He's a kid who doesn't just accept one answer and tries to find his own. Just because that door is closed doesn't mean the next one won't open. Afterall: He was told that the dead could not come back and he instinctively laughed in the face of that and without meaning to found a way to bring him and his brother back to life. He didn't know how he did it, but he did. That life was over and unable to be returned to, but here's a door leading to another life. It's this kind of wishfulness and belief to make his goals come true that makes Billy who he is.
