Billy's first and one of his most powerful abilities is telepathy boosted by empathy. As a child he was capable of passively reading the minds of most of Westview without even trying and has recently tapped into doing so to such extremes.
If he has a close relationship to a person be it positive or negative OR if someone is feeling something very intensely their voices are louder for him. He does not currently have a way to turn it off and it's how he interacts with the world (so with that in mind, I'm not interested in giving him a permanent way to control it).
He has been shown to be able to do things like speak directly mind-to-mind with someone and zero in on a person's location. If he tries enough he can enter their mind and see through their eyes to see what's happening - as he can with any surrounding them. While it's possible he can expand mental abilities to include emotional/memory manipulation and hallucination as it's not confirmed he has no access to this. He does also have the ability to control people's minds but I'm not putting this here because it's not something I'm using unless plotted out!
As a general rule of thumb: I use this ability to strengthen CR and nothing more (unless plotted out). While I do play he gets a lot of noise from the castle in general it is never anything that would be plot relevant, said by characters to each other, etc unless it's been plotted out. Frankly speaking, I do not have time to stalk that many threads even if I wanted to. What interests me is the CR/Emotional aspect! I will use general big plot posts to play into his mental state. In example, panic and worry would have overwhelmed him during the dragon attack where as more intimately directed large scale events may make him more flustered. This will never be anything character specific directed but "this is the environment he's currently in and feels". I will most often use this to boost emotional connection versus gaining information.
PLEASE let me know if you are willing to occasionally or regularly have him be able to read your character's minds when interacting with them! Unless you respond here I will leave it as he only hears general noise and only assume he hears what you put in your meta texts/or in our plotting! He would ICly not share with someone else unless he thought it was extremely harmful to someone... he's used to hearing these things. OOCly, I will still in general touch base with anyone before he shares anything but it's doubtful that will happen. I will also OOCly never have him share secrets - even under say torture or compulsion - unless plotted out. LITERALLY. I just like the emotional/CR aspect of this.

i’m sorry this got long 😖
Telepathy OK?: yes, always! despite the fact that he’s outwardly emotionally distant, souji is an open book, telepathically speaking. he has no training or skills whatsoever in psionic blocking or defense.
Mental Voice:
(for actual voice clips i’d say this is probably your best bet, the anime gives a better idea of what he sounds like, because you only hear him yelling names of personas in the actual game.)
souji is notably a very calm guy, and that extends to his mental voice as well, though his mental voice will likely sound a good deal more sad/subdued. persona games have different endings that depend on player choices, and souji comes from a bad end version of persona 4. what that means is that he made some wrong choices, like lightly murdering a guy, and some other bad things happened, like his very young cousin nanako died. both of these things, but especially nanako’s death, weigh heavily on him; he feels pretty responsible for her death because he didn’t rescue her fast enough. the murder thing was a mistake and he regrets making that call. for this and other reasons, souji has also been heavily doubting his abilities as a leader.
so, general things billy would be able to pick up: he is both grieving nanako’s death and feeling quite guilty about it. if questioned, souji will minimalize his problems and insist he is fine. he’s one of those guys who would rather (probably literally) die than inconvenience anyone else.
other things billy would be able to pick up: souji’s personas, which are like pieces of his soul manifested as a figure from folklore, mythology, or fiction, each with its own skills/affinities/weaknesses. most people with personas only have one but souji is special so he has 12. (i haven’t decided exactly which 12 yet but the most prominent would be izanagi, his first persona.)
HOWEVER. due to being from the bad end and Reasons that tie into the game’s themes, souji does not have access to his personas currently. he thinks they’re gone entirely, but they’re actually just dormant, and i have some plans in motion for him to regain them at some point in the upcoming months. basically, he’s denying these parts of himself and until he has a confrontation to force some soul-searching, he’s unaware that he still has personas and that he’s the one blocking himself from accessing them.
i am quite ok with billy noticing souji has Something Weird going on aka those personas he’s carrying inside him, and i’m also ok with billy asking souji about it at some point, but maybe not immediately? maybe after they’ve developed their cr a bit, after a couple threads. it would make for some pretty great cr building!
i will stop yapping now but if you ever need better explanations or want to hear me yap more about persona things just hmu on plurk or discord! c:
