TELEPATHY PERMISSIONS

Eventually when canon powers become more of a thing this may also become a bigger thing ~~because Billy is broken, why~~. But one of the key/core powers of Billy is telepathy bolstered by empathy. As such, Phoenix continues to have the more minimized/restrained version.

His telepathy works in one of two situations:
1.) He feels close with or like he knows another person (be it positive or negative). This would be a more constant stream.
2.) Someone (even unknown to him) is feeling an emotion intensely near him and the thought transmits.

- He CANNOT deepdive thoughts. These are only passing/surface level thoughts. So if they're mad at someone and actively thinking about it, then he'll know that but he won't know their deep, years long grudge.
- Emotional intensity is important here! The louder the emotion the more likely he is to hear it. In example, he'd hear a lot of voices post trauma game since (presumably) emotions are high. He's not going to hear passing thoughts about dinner or daily tasks from strangers, but if the exact moment he passes by they like... stub their toe really hard or get a text that they were dreading he'll probably know.
- People he's close to he doesn't necessarily need emotional intensity from, but the louder those emotions the louder it is for him. Since Dove is his sister he may hear her more regularly, but if she's upset it might be like screaming in his head (as another example).

OOCly: This will only ever be used to enhance threads/or help with CR. Since it's largely emotional in nature, it's not meant for [gathering information] though in theory it could be! I will never use information learned in one thread across to another thread, without permission. This will purely be used for 1 on 1 CR growth. Likewise, and hopefully it goes without saying!, he cannot hear/feel anything from a thread he is not a part of (unless, for some reason, someone wants that). Without permission he will not be able to hear anything from someone! And if it's say post trauma games or large emotional groupings (like Never Have I or showmaster talk), I will in general be like "he gets a buzz of noise, but no distinct dialogue/emotion". Basically!! I just want to be clear I only want to use this for Fun and for enhancing CR - either for our characters or arranging it in some way between other characters (cause he can be a lil nosy).

Also noting in cases where it feels like a Friendship Lvl Up enough where he'd consider them close I WILL reach out to you before assuming anything further. In general I'll probably regularly reach out because I never want to overstep with this!!
